USAID/Armenia issued a Sources Sought Notice (SSN) for a planned, stand-alone initiative tentatively titled "Promoting Human Rights in Armenia" (Notice No. 72011124RFI00001). USAID grounds the need for the program in persistent human rights concerns referenced in the U.S. Department of State 2022 Human Rights Report and echoed by Armenian civil society and human rights defenders. It also points to systemic problems: gaps in legislation, weak or missing enforcement mechanisms, incomplete monitoring and protection systems, limited public awareness and support for human rights, uneven adherence to human rights norms, and capacity constraints within institutions responsible for safeguarding rights.
Strategically, the activity is intended to advance USAID/Armenia's Country Development Cooperation Strategy, specifically Objective 1, "Democratic Transition Advanced." It is also framed as consistent with Government of Armenia priorities, including the 2021 to 2026 government program and the draft 2023 to 2025 National Human Rights Action Plan. The underlying theory of change is straightforward: if Armenia improves the legal and regulatory environment for human rights, strengthens institutions and oversight mechanisms, and increases public demand for and access to rights protection, then rights will be better protected overall and violations will be prevented more effectively and remedied more consistently.
The draft program structure is organized into three components with specific expected results. Component 1 focuses on improving legal and regulatory frameworks for human rights protection, including areas like labor rights and anti-discrimination, emphasizing not just legal reforms but also the practical environment needed to apply and enforce those reforms. Component 2 targets the strengthening of human rights institutions and oversight mechanisms, with particular attention to enhancing the Human Rights Defender's Office (HRDO) through improved technical capacity, systems, and processes. This component also aims to build the capacity of select rights enforcement bodies and to improve monitoring, prevention, and response mechanisms for serious violations, explicitly including torture, trafficking in persons, child labor, and other gross human rights violations. Component 3 is centered on building public demand and improving access to protection by bolstering human rights defenders' advocacy, increasing adherence to human rights norms through strategic litigation and advocacy, strengthening platforms for evidence-based civic oversight of institutions such as the HRDO, and raising overall public awareness and support for human rights.
For organizations considering engagement at this stage, USAID requested concise written responses only through the provided "Sources Sought Notice Response Form" (Attachment 2). The form asks for basic organizational details (including UEI and SAM registration status, if applicable) and short narrative sections describing the organization’s interest and envisioned role, relevant technical capacity and experience aligned with the activity components, methods and approaches to achieve the expected results, and up to three examples of past performance on similar work, especially related to strengthening institutions/oversight mechanisms and improving legal and regulatory frameworks (Components 2 and 1). USAID stated that responses would be treated as confidential, that submission is voluntary, and that responding or not responding will not affect eligibility or competitiveness in any future solicitation. USAID also noted it is not obligated to acknowledge receipt, answer questions, provide feedback, or change the activity design based on submissions, and it will not reimburse any costs incurred to respond.
The SSN was issued on November 21, 2023, with responses due by December 8, 2023 at 1500 Yerevan time. Submissions had to be in English and emailed to yerevanaidaao@usaid.gov with a copy to nsarkisian@usaid.gov, using the specified subject line referencing the notice number and activity title.
